Global Ethics Day Video Scholarship Contest Rules
Rules:
Eligible Entrants: The Video Contest is open to all current college and university students pursuing a degree in emergency management or with an interest in ethics, access, and equity issues in emergency management. Employees of the Sponsor, their family members, and direct vendors of the Sponsor are prohibited from entering. Individual members of the Ethics Special Interest Group of FEMA's Higher Education Program are prohibited from submitting entries. Entrants are subject to all applicable federal, state, and local laws and regulations. Contest entry is VOID where prohibited by law.

Agreement to Official Rules: By participating in this Video Contest, Entrants agree to abide by the terms and conditions thereof, and as established by the Sponsor. Sponsor reserves the right to alter any of these Official Rules at any time and for any reason. All decisions made by the Sponsor concerning the Contest shall be final and at its sole discretion.
How to Enter:
Entrants must 1) complete a mandatory survey, 2) upload a video (the "Entry") related to the theme "Ethics to ensure Access and Equity in Emergency Management" and complete the online entry form at:

3) comply with the rules of the Contest and 4) submit all required documentation within the time frame specified in the rules.
Entries must:

Be original (no logo added);
-
Video is no larger than 1GB, and between 60 to 70 seconds in length, exclusive of title page, using English language or subtitles.

The video must not have been submitted to another website, or located on the internet before submission for the Contest.

Be in compliance with all the legal and copyright requirements, including permission of those in the Entry;
-
Must contain the name, email address, and self-certification that the person is a current college or university student.

Submit the video using a supported browser (latest browser and 1 version back of Chrome, Firefox)

Must be uploaded in the YouTube format
-
Videos must be captured by a video camera or camera phone
Entry Period:
The Contest submission period begins on Thursday, 21 October 2020 00.00 UTC, and end on Monday 28 February 2021, 11:59 PM EST. Entries received before or after the entry period are void.
Voting and Voting Period:
Voting begins on Monday, 7 March, 2021 00:00 EST and ends on Thursday 26 March 2021, 11:59 PM EST
Selection of Winners: Potential finalists will be selected by the highest number of votes during the voting period. Voting shall be done in the following manner:

Voters may vote on more than one Entry;

Each voter can vote for an entry only once.

Voters shall use the following criteria in voting:

Relation to the theme "Ethics of Access and Equity in Emergency Management";

Creativity and originality.

Selection of potential FINALISTS - Notification of Potential FINALISTS and awarding of scholarships:
-
The Contest Judges will rank the potential finalists in rank order to determine the final order. Eight potential finalists and four alternates, a total of 12 videos will be selected based on the number of votes each receives. Selection as a Potential FINALIST status does not guarantee an award.

The top 12 videos are ranked as winners and alternates.
-
The top 8 potential FINALISTS are notified by email or telephone within three to seven days of the selection date.

All potential FINALISTS are required to sign and return an affidavit of eligibility, liability, and a publicity release, wherever lawful, as a precondition to award of the Scholarship.

If a potential FINALIST fails to sign and return the requested documents to the Sponsor, that Finalists may be disqualified. Prior to disqualification, the Sponsor will send an email notifying the potential FINALIST and giving the potential FINALIST 24 hours to submit the required forms. If the forms are not received by the 24-hour deadline, the Scholarship will be awarded another potential FINALIST in their ranked order.

If any or all ranked FINALISTS are eliminated because of a violation of the rules, the judges will select winners, first from the list of alternates and then from the list of submissions based on total votes.

Intellectual Property
-
Intellectual Property: By submitting an Entry to the contest(s) Entrant certifies that they are the exclusive rights holder of the Entry. Where necessary, the Entrant has acquired all necessary permissions for use or reuse of any part of the Entry.

Entrant shall indemnify and hold harmless Sponsor for any infringement or other action caused by Entry. The Entrant agrees to and acknowledges the completion of Video Release.

The Sponsor shall not gain any ownership interest in the Entry.

Entrant grants the Sponsor an irrevocable, worldwide, royalty-free license to use, reproduce, and distribute the Entry in all media, whether now known or hereinafter created.
Scholarship Amounts:
Entrants that are awarded the Scholarships and may receive the following, depending upon the Scholarship rank:

1st Scholarship: U.S. $1000

2nd Scholarship: U.S. $500
-
3rd Scholarship: $250
-
Honorable Mentions: 5 @ $50.00
Taxes, if any, are the sole responsibility of the Scholarship Winner. All Scholarship amounts are in U.S. dollars.
Release, Publicity, and Privacy:
By receipt of the Scholarship and by signing an affidavit of eligibility and liability/publicity release, and if requested, the Scholarship Winner consents to the use of his or her name, business name, and address by the Sponsor for advertising and promotional purposes, including but not limited to on Sponsor's social media pages, without any additional compensation, except where prohibited. No entries will be returned. All entries become the property of the Sponsor. The Scholarship Winner agrees to release and hold harmless Sponsor and its officers, directors, employees, affiliated companies, agents, successors, and assigns from and against any claim or cause of action arising out of participation in the Contest.
Sponsor Rights:
The Sponsor assumes no responsibility for the computer system, hardware, software or program malfunctions or other errors, failures, delayed computer transactions or network connections that are human or technical in nature, or for damaged, lost, late, illegible, or misdirected entries; technical, hardware, software, electronic or telephone failures of any kind; lost or unavailable network connections; fraudulent, incomplete, garbled or delayed computer transmissions whether caused by Sponsor, the users, or by any of the equipment or programming associated with or utilized in this Contest; or by any technical or human error that may occur in the processing of submissions or downloading, that may limit, delay or prevent an entrant's ability to participate in the Contest.
The Sponsor reserves the right, in its sole discretion, to cancel or suspend this Contest and award a Scholarship from entries received up to the time of termination or suspension should virus, bugs or other causes beyond Sponsor's control, unauthorized human intervention, malfunction, computer problems, phone line or network hardware or software malfunction, which, in the sole opinion of Sponsor, corrupt, compromise or materially affect the administration, fairness, security or proper play of the Contest or proper submission of entries. The Sponsor is not liable for any loss, injury, or damage caused, whether directly or indirectly, in whole or in part, from downloading data or otherwise participating in this Contest.
Disputes: Each Entrant agrees that: (1) any and all disputes, claims, and causes of action arising out of or in connection with this Contest, or any scholarships awarded, shall be resolved individually,
Without resorting to any form of class action, pursuant to arbitration conducted under the commercial arbitration rules of the American Arbitration Association then in effect, (2) any and all claims, judgments, and awards shall be limited to actual out-of-pocket costs incurred, including costs associated with entering this Contest, but in no event attorneys' fees; and (3) under no circumstances will any entrant be permitted to obtain awards for, and Entrant hereby waives all rights to claim, punitive, incidental, consequential damages, and any other damages, other than for actual out-of-pocket expenses, and any and all rights to have damages multiplied or otherwise increased. All issues and questions concerning the construction, validity, interpretation, and enforceability of these official rules, or the rights and obligations of Entrant and Sponsor in connection with the Contest, shall be governed by and construed in accordance with the laws of the state of Virginia, without giving effect to any choice of law or conflict of law, rules or provisions (whether of the state of Virginia or any other jurisdiction) that would cause the application of the laws of any jurisdiction other than the state of Virginia. The Sponsor is not responsible for any typographical or other error in printing the offer or administration of the Contest or in the announcement of the scholarships.
